The Event theme is “Countering Hybrid Threats in the Mediterranean and Black Sea Regions”.

Aim of the event: The purpose of this event is to enhance collaboration and coordination between security organizations from across the Mediterranean and Black Sea region in countering hybrid threats and exchange ideas and best practices. This event will emphasize the need for a strategic, whole of government approach to the problem set, utilizing all the tools available.
Key focus areas for this event are:
• Understanding regional hybrid threats
• Whole of government and comprehensive approaches to countering hybrid threats
• Information sharing and exchange
• Building resilience and mitigating vulnerabilities
• Legal aspects of countering hybrid threats
• Public-private coordination and information exchange

Desired Outcome: This event will further the development of a standing network of security, rule of law, police, intelligence, & private sector professionals. The expert’s panel will culminate in a written report, jointly published by the Institute for Security Governance (ISG) and the NATO Maritime Interdiction Operational Training Centre (NMIOTC), that captures themes and issues, provides recommendations for leaders and planners, and provides a roadmap for follow-on activities within the community of practice to enhance leader and planner awareness, knowledge, and expertise.
The initial experts’ working group is intended to be a forum for the development of an outreach concept and roadmap that will propose a cogent and reasonable methodology that supports operational and strategic understanding, identifies opportunities for collaboration, and proposes current and near future education and training activities. Estimated participation will be limited to 25 personnel, including academia, defense and security planners and practitioners, national-level inter-ministry stakeholders, and private sector interests.
