FURTHER DEVELOP NMIOTC AS NATO’S PRIMARY EDUCATION AND TRAINING HUB FOR THE MARITIME DIMENSION OF PROJECTING STABILITY

Contemporary Maritime Interdiction is a comprehensive, complex and cross-domain concept that refers to a broad spectrum of actions, to preserve maritime security. It addresses old and emerging threats and leverages technological advancements to enhance global maritime security.

Therefore, Maritime Interdiction Operations (MIO) are a crucial aspect of maintaining security and order at sea.

These operations involve the proactive measures taken by naval forces and other maritime security to prevent illegal activities. The objectives of MIO also include countering the trafficking of weapons, drugs, and people, enforcing sanctions, combating piracy, and protecting marine resources.

NMIOTC, as the only NATO Education and Training Facility (NETF) in the maritime domain, covers the whole spectrum of Maritime Interdiction, ranging from the traditional Visit, Board, Search and Seizure (VBSS) tactics, to cyber training and from the protection of harbors and Critical Infrastructure to the biometric collection and analysis.

In that context, my vision is to further develop the concept of NMIOTC as a hub for the maritime dimension of projecting stability. Central to that effort is our dedicated personnel, whose expertise, commitment and continuous professional development drives our success. To this end, we are undertaking a series of mid and long-term initiatives, such as establishing new individual and collective training products that meet the emerging challenges in a proactive manner, promote innovation and excellence contributing to transformational efforts, while building an agile network of maritime understanding and cooperation.

Commodore (OF-6) Periklis PIYIS Hellenic Navy, NMIOTC Commandant.

Commodore Periklis Piyis graduated from the Hellenic Navy Academy in 1991 as a warfare
officer.

He has served on board surface units of the Hellenic Fleet and had the honor to command
two ships during his career; a Fast Patrol Guided Missiles boat, HS TROUPAKIS, and a
Landing Ship Tank, HS SAMOS.

Ashore, he was assigned for a total of 10 years at the Hellenic Navy General Staff (HNGS),
as Head of the Weapons and Ammunitions Department, Head of the Guided Missiles and
Electronic Warfare Systems Department, and finally Director of C3, Weapons and Electronic
Warfare Systems Directorate. In addition, he served as Director of Surface Programmes at
the Armaments Directorate.

He has multifaceted NATO experience. He served from July 1999 – Sep 2001 at the NATO
Joint Command South Cent (JCSC) in Larissa, Greece, as a J9 SO. He was assigned, from
May 2010 – July 2013, as a Fire Control (FC) Systems Engineer, at the NATO Sea Sparrow
Office in Den Helder, The Netherlands. From May 2020 – June 2021, he was the National
Representative to the executive meetings of the NATO Sea Sparrow Programme and a
National Representative to the NATO Naval Armaments Directors meeting, where he
presented Hellenic Navy’s plans and programmes in support of the NNAG decisions. From
June 2021-Sep 2022 he served as BH of the Strategic Partnerships Branch at NATO HQ
SACT (Norfolk, Virginia) assigned in parallel as the team leader for developing and promoting
the Layered Resilience Warfare Development Imperative. From Sep 2022-Aug 2024 he was
assigned as BH of the Warfare Development Fusion (WDFB) Branch responsible for the
implementation of the NATO Warfighting Capstone Concept (NWCC). From Sep 2024 –
January 2025 he was assigned as COS of the NATO Maritime Interdiction Operational
Training Centre (NMIOTC).

He has graduated from both the Hellenic Joint Supreme War College and the Hellenic
Defence College. He has also attended the MsC in Shipping and Transport programme, at
the Rotterdam’s Maritime University.

He speaks English fluently and has a working knowledge of French.

Commodore Piyis is married to Maria Markoni and together they have two sons, Ioannis and
Efstathios.

Captain (OF-5) Adem Yayla TUR (N), NMIOTC Deputy Commandant

Captain Adem YAYLA, TUR (N) was born in İstanbul, Türkiye in 1977, joined Naval High School in 1991 and graduated from Turkish Naval Academy in 1999.

His seagoing career has been spent in Yavuz/Barbaros class frigates and Kılıç class fast attack craft, serving as a weapon electronic officer, anti-air warfare officer, gunnery officer, principal warfare officer and then executive officer. He commanded the fast attack craft TCG MIZRAK.

During assignments ashore, he worked at the Turkish Fleet Headquarters. He served as instructor in Karamürselbey Naval Training Center and Turkish Naval Academy.

He served as naval plan officer at The Qatari-Turkish Combined Joint Task Force Command in Qatar.

He holds a M.Sc. in Electronics and Communication (electromagnetic wave propagation) from Kocaeli University, Türkiye (2014-2016). He is a Ph.D. student at the same university.
